Originally built in 1968, Carriage Place Apartments was Section 9 Public Housing. Through Michigan’s Rental Assistance Demonstration (RAD) Conversion program, the apartment building was able to convert to the Section 8 Housing Choice Voucher Program. In 2020, The City of Pontiac signed a quit claim deed to sell Carriage Circle Apartments to the Pontiac Housing Commission for $1. The sale was made to help facilitate the redevelopment of the federally subsidized housing complex, estimated at $40 million. Through this conversion program and sale, the building was opened to rehabilitation and more flexibility for residents. Redstone Architects provided full architectural services and assisted in the funding process.
Owning the property itself helped the commission secure 4% tax credits from the Michigan State Housing Development Authority (MSHDA). And, thanks to a partnership between the Commission and the nonprofit Lighthouse which works to end homelessness, the apartments and tenants will get some much-needed support. The Commission partnered with Carriage Place Limited Dividend Housing Association Limited Partnership to secure the private financing required.
The building received much needed infrastructure upgrades and refreshing, warm, interiors. The scope of the renovation includes replacing 60 year old hydraulic elevators with new electric traction elevators; replacing plumbing stacks; updating fire panels; replacing finishes throughout the units and common corridor and spaces; new appliances; new roof and mansard shingles; exterior siding materials; site security; site paving and a new play structure. The tenants now have newly refurbished apartments, on-site access to landscaped outdoor space, updated laundry facilities, a recreation room, community program spaces, and a new computer lab.
Construction began in the fall of 2021 and was completed in the spring of 2023.
